            Why these metrics?

            The 2040 Vision articulates a desire for Virginia Beach to be a place where education begins at birth and lasts a lifetime. Making sure that children have the tools they need to succeed in school is one of the most important aspects of this goal. To this end, measuring the percent of children entering kindergarten with the requisite literacy and numeracy skills needed to succeed as students is extremely important. This can shed light on which aspects of early childhood education the City should focus their efforts on to ensure as many children as possible are prepared to succeed in school and beyond.
