            Why these metrics?

            In order to protect the unique environment of Virginia Beach, the City must ensure that waste is not produced at a rate which would overrun landfills and have a negative impact on the surrounding ecosystems. Measuring the amount of solid waste produced per capita is important because it shows which direction the City's waste production is trending. If the amount is too high, additional efforts can be made to divert more solid waste from the landfill through expanded recycling or other efforts.
